（中央社記者呂欣憓桃園7日電）民主進步黨總統候選人蔡英文今天表示，如果總統馬英九有意釋出組閣權，應出來好好說一下；這種制度上的任意轉換，對憲政體制不好，有這想法是選舉最後階段政治操弄。

大選倒數，中國國民黨希望強力催出沉默藍軍，對傳出選後「多數黨組閣」，藍營高層昨天表示，對國民黨來說不見得是壞事，希望激起藍營支持者投票，制民進黨。

蔡英文出席「新桃園夢想無限-新總統、新國會、新桃園」CF發表記者會前受訪時反問記者，「誰拋出這議題？究竟是誰？我們都不知道來源是哪裡」。

她說，如果馬總統真有這意思，應好好出來講，按憲法，任命閣揆是總統權，不可私相授受，她真的不知這說法哪來，「如果是馬總統的想法，請他自己好好出來說」。

蔡英文表示，這種制度上的任意轉換，對憲政體制不好，會造成權責不清及政治混亂，這想法不是為國家長治久安，是為選舉最後階段政治操弄，「這樣重大憲政體制問題，做選舉操作是不負責任」。

她說，她知道選民很關切選後到5月20日就職間的穩定，民進黨長久以來主張制定交接條例，如果勝選，會請國會盡快處理，也會會商各黨，共同維持4個月穩定。

蔡英文表示，國民黨如果輸掉政權，「520以前還是馬總統執政，還是馬總統要負最後責任」。1050107
